You also know that the y intercept is 7.  What does this mean?  It means that when x=0, y=7.
So basically all this graph is the equation y={{{-1/2}}}x moved up 7 spaces.
so we have y={{{-1/2}}}x+7.  Note that when x=0. y={{{-1/2}}}(0) + 7 = 7, just as we wanted.
