I have no idea in the world how much string he needs, and neither does anyone else. However, if what you really wanted to know was how much ribbon he needs, then

The circumference of the plate is *[tex \Large 2\pi r\ =\ 12\pi\text{ in}]

Since there are *[tex \Large 2\pi] radians in a circumference, he needs to go *[tex \Large \frac{4.5}{2\pi}] of the way around the circle. So:

*[tex \LARGE \ \ \ \ \ \ \ \ \ \ \left(\frac{4.5}{2\pi}\right)\left(12\pi\right)]

You can do your own arithmetic. Hint: The *[tex \Large \pi] values cancel

*[tex \LARGE e^{i\pi}\ +\ 1\ =\ 0]
My calculator said it, I believe it, that settles it
