I'm supposed to translate the point (-3, 5) with a slope of 1/4 into the general form of a line.

Using the slope-intercept form you know m=1/4 and y=5 when x=-3.
5 = (1/4)(-3)=b
5 = (-3/4) + b
b = 5+3/4
b = 23/4
------------------
EQUATION:
y = (1/4)x+23/4
Now put that into the standard form:
Multiply thru by 4 to get:
4y = x + 23
x-4y+23 = 0 is the standard form.
