Since cos is negative and sin is positive, the angle is in QII
where x is negative and y is positive.

Since cos = x/r, x = -3 and r = 5
Then y = sqrt[5^2-3^2] = sqrt[16] = 4

sin = y/r = 4/5
cos = x/r = -3/5
tan = y/x = -4/3

cot = x/y = -3/4
