Use the rule: *[tex \Large a^{-n}\ =\ \frac{1}{a^n}]

To write: *[tex \Large \left(\frac{1}{4}\right)^{-\frac{3}{2}}\ =\ 4^{\frac{3}{2}}]

Use the rule: *[tex \Large a^{\frac{m}{n}}\ =\ \left(\sqrt[n]{a}\right)^m]

To write: *[tex \Large 4^{\frac{3}{2}}\ =\ \left(\sqrt{4}\right)^3]

You can do your own arithmetic from here.
