When it comes to percents, I go back to the 
root of the word " cent " which means one hundred.
So, " per cent " means " per one hundred "

If you have any number, usually a fraction, and you
want to express it as ( some number )% , the % sign
means you are dividing by one hundred.
Remember it is " per one hundred '

So, I don't want to change the value of the fraction 
that I have, I just want to put a % sign after it.
But to do that, I have to multiply it by 100. Then
what I'm doing to it is multiplying by 100/100
or 100%, which is the exact same thing.

Suppose you have {{{ 23/71 }}} and you want to 
express it as a percent. In order not to change it's
value, I must multiply by {{{ 100/100 }}} or 100%
which is the same thing, so I have:
{{{ (23/71)*100 }}} %
Note that if I didn't tack on the % sign, I would be
changing the value of the fraction -not allowed!

{{{ ( 23/71 )*100 = 2300/71 }}}
{{{ 2300/71 = 32.394 }}}
Now if I tack on the % sign, I have really multiplied
by {{{ 100/100 }}} and I haven't changed a thing
{{{ 23/71 }}} is the same thing as {{{ 32.394 }}} %
( but only with the % tacked on )
