That is -9-(-2)/0-(-4), or -7/4
Then use the point slope formula
y-y1=m(x-x1)
y+9=(-7/4)(x)
y=(-7/4)x-9
check with other point.  Should get same equation.
y-(-2)=(-7/4)(x+4)
y+2=(-7/4)x-7
y=-(7/4)x-9
