and whose sum is b=19

The numbers are 4 and 15.
So replace the 19x by 4x+15x to get:
10x^2+4x+15x+6
Factor the 1st two terms and the last two terms separately:
2x(5x+2)+3(5x+2)
Factor again to get the answer:
(5x+2)(2x+3)
