2x + 3y = 66

Now divide by -19 and get
x = 12  (apples are 12 cents each)
Now plug that in to the first equation and get
7(12) + y = 98
84 + y = 98
y = 14 cents
So an apple and an orange would cost 12 + 14 = 26 cents...how's that?
