You NEVER change an equation INSIDE the absolute value bars, the absolute value means that what ever is INSIDE can EITHER be positive or Negative, so really you can do this two ways.

Option 1: Better, because inequalities work the same way
Since absolute value is always positive you know that (2y-3) can be 29 but you also know that the NEGATIVE OF THE WHOLE EXPRESSION -(2y-3) can be 29.
<BR>
So when you remove the abs value bars you'd have 
{{{ 2y-3 = 29 }}} AND {{{ -(2y-3) = 29 }}}

Don't forget to distribute the -1 in the second equation so you'd get 
-2y + 3 = 29
