Yes, it is possible.


Moreover, it is possible to construct an isosceles triangle with two congruent sides of <U>any</U> side length and 
<U>any</U> measure of an apex angle positive and less than 180 degrees.


It is so obvious . . . that I never think about "why".


Why not? 


It does not contradict any axiom of geometry and any property of a triangle.
