To find the Z value given a probability of 0.25, you would look up the entries of probabilities to find the number 0.25.  Since 0.2500 lies almost mid-way between 0.67 and 0.68, we declare that P(Z<=0.675)=0.25.  A more precise interpolation would give the the value as Z<=0.6745.
 
There are distribution tables available on certain models of calculators and software that may be used as well.  But what was shown above is probably the intended answer to the question.
