Line perpendicular to points makes no sense.  Maybe say this instead:


Determine the equation of a line containing the point (-1,3) that is perpendicular to THE LINE CONTAINING the points (-2,1) And (8,4).



Start with the point-slope equation form and the formula for slope.
The two points given will have a slope  {{{(4-1)/(8-(-2))=3/10}}}.


The equation you want containing the first given point will take a form {{{y-3=m(x-(-1))}}}
{{{y-3=m(x+1)}}}


The needed slope m, for being perpendicular to the line with the other two points must be  {{{-(10/3)}}}.


Put this into the equation.
