Your second inequality here would be same as  {{{x^2+2x+99<0}}}
with roots  {{{x=(-2+- sqrt(4-4*99))/2}}}
{{{x=(-2+- 2sqrt(1-99))/2}}}
{{{x=-1+- sqrt(98)i}}}, containing imaginary component, so the equation has no real roots, no x-axis intercept.  The left member in this form  {{{x^2+2x+99}}} is GREATER than 0 for all real values of x, so NO SOLUTION.
