     0 < 2x + 5 < 17

    -5 < 2x     < 12

Divide all three sides by 2,
to get only x in the middle:

    -2.5 < x < 6

That means 

-2.5 < x  AND  x < 6

which is the same as

 x > -2.5 AND x < 6
