The answer is:  100*0.03*0.05 = 0.15%  of the value.


Again,  what percent is  3%  of  5%  of an value?  -  It is  0.15%  of the value.

It means that not only the question is formulated incorrectly.
The answer is incorrect. too.

At least, it is my personal opinion.


At this level, it is not Math at all.
It is playing (is the game) with badly defined notions.
