A terminating decimal is one that comes out even when you divide it out.  For example, 

{{{1/2=.5}}}
{{{1/4= .25}}}


However, more often than not, when you divide it out, it does NOT come out even:
{{{1/3=.33333 . . .}}}  (This repeats the 3, and it NEVER comes out even!)
