Let *[tex \Large x] represent the cost of hats and *[tex \Large y] represent the cost of pairs of shoes.

*[tex \LARGE \ \ \ \ \ \ \ \ \ \ 2x\ +\ 4y\ =\ 249]

*[tex \LARGE \ \ \ \ \ \ \ \ \ \ 4x\ +\ 2y\ =\ 168]

Solve the 2X2 system for *[tex \Large x] and *[tex \Large y]. Report *[tex \Large x].

As to which package would be a more attractive purchase, it would depend on exactly how many hats and pairs of shoes I needed. If I needed 6 of each, I would very likely buy one of each package. Tell your teacher you wouldn't buy either package because you like to go barefoot. Ask a dumb question...
