Sep & Dec

In 2016, the 13th will be on the same day of 
the week in the months: 

Jan, Apr, & Jul
Feb & Aug
Mar & Nov
Sep & Dec

So when Feb 13 is on Friday in a non-leap year (as it was
in 2015), or Jan 13 is on Friday in a leap year, there will 
be 3 Friday 13ths that year.  Otherwise there will only be 2
or just 1 (as will be the case next year in 2016).
