y+4=-4(x-4)
y+4=-4x+16
y=-4x+12
midpoint of this line is (3,0)  since you average the x and y values.
I need a line with a slop of (1/4) the negative reciprocal of the slope of the first line, and it must go through (3,0)
y-0=(1/4)(x-3)
y=(1/4)x-(3/4)
