 I am having trouble working out the expression (25(x^4)(y^6))^(1/2) 
the book says the answer is 5x^2|y|^3

The book is correct.
Since the exponent is on the outer parentheses,
take the square root of each factor
sqrt(25) = 5
sqrt(x^4) = x^2
sqrt(y^6) = y^3
-------
So the answer is 5*x^2*y^3
