Using from the time the front bumper of the car is even with the rear of the truck until the rear of the car is even with the front of the truck gives a distance of 44 feet.
44 feet in 4 seconds --> 11 ft/sec wrt the truck.
Add 30 mi/hr ( = 44 ft/sec)
= 55 ft/sec wrt the Earth.
