I'm not completely understanding your question.  However, if it is that there is a total number of people of 167, and the ratio of men to women is 5:4, then take 5/9 (5+4) and multiply by 167 to find the number of men.
{{{5/9}}}*167 = 92.8. Since you can't have a partial person, it becomes 93.  167-93 = 74.
With a ratio of 5:4, there are 93 men and 74 women (I suppose if you rounded differently, you might get 92 men and 75 women.)
