Hello! When they are saying "for y," they want you to rearrange the equation to look something like {{{y = ...}}}. So basically we want to isolate y.

First subtract 4x from both sides.
{{{3y=28-4x}}}
Now divide 3 from both sides.
{{{y=(28-4x)/3}}}
And there you go!
