For problems like this when you are told to find "f of something," just plug the "something" into the given equation in place of x:
{{{f(x)=2x^2-x+3}}}
so if you need f(h), just plug in h.
{{{f(h)=2h^2-h+3}}}
Similarly for part b, you would have:
{{{f(x+2)=2(x+2)^2-(x+2)+3}}}
I will leave the simplification of the right hand side up to you.
