The scale factor is done here according to length measurement.  Why the 100 sq.ft. and 450 sq.ft. values were taken for reference is not explained.


r for radius of the 100 sq. ft. region,  
R for radius of the 450 sq ft region,

The center of the size transformation could only be assumed to be the leaking oil drum as long as it has not moved.
