solution      let length is   l and breath is   b 
P =2(l+b)
38=2(l+b)      l+b =19  (!)   or   l=19-b
 area  lb=60 (2)   by substituting  the value of l in (2) 
(19-b)b=60
19b-b^2=60
b^2 -19b +60 =0
b^2-15b-4b+60 =0
(b-4)(b-15) =0
so b=4 or b=15 and l=4 or l=15 
so dimensions are   4 and 15 cm
