The key thing to know here is parallel lines have the same slope.
Start out by putting the given line into y=mx+b form so that you can determine what that slope is:

So know you know the slope (m) is 4/3.
The problem also provides you with the y-intercept of the line you are trying to find. You know the line passes through (0,5). The Y intercept of a line is by definition the point where X=0, so the Y-intercept in this case is 5.
With this information, you can now write the equation of the line, since you know the slope (m) and the Y intercept (b):
