m is the slope 
b is the y-intercept


7x = 14y - 8
7x + 8 = 14y {added 8 to each side}
(1/2)x + (8/14) = y
slope is 1/2


A line perpendicular would have a slope of -2 {the negative reciprocal of 1/2}


#1 y = -2x - 7 {it is the only one with a slope of -2}
