First lets collect like terms (get the y's on one side and the numbers on the other)
We can do this by subtracting 16 from each side and also 6y from each side:

Here's what it looks like
3y+16-16-6y=6y-6y-16-1----  16-16=0 and 6y-6y=0 and here's what we are left with:
3y-6y=-16-1
-3y=-17
y=-17/-3=17/3 we can leave it like this or divide it out
CHECK
3*(17/3)+16=6*(17/3)-1
17+16=34-1
33=33
