To Solve this problem we need to know the general perimeter formula for a rectangle P=2L+2W or p=2(L+W) 

From the information in the problem we can deduce that L=2W-3. We take this and plug it into the perimeter formula and get P=2(2W-3)+2W. Now we get rid of the parenthesis by using the distributive property and multiplying 2W-3 X 2. 
This gives the following P=(2.2W-2.3)+2W. Multiplying this out gives 4W-6+2w. Next, combine like terms. P=6W-6. 
p=6w-6 is the final answer.
