To simplify {{{sqrt(8x^2+2x+1)/4}}} ?
First thought, is NO.  The quadratic under the radical is not really much factorable, and if it is, the denominator of 4 gives nothing to cancel.

Second thought is that maybe the quadratic should be checked more carefully for factorizability; but still, the denominator of 4 would stay.  


One more thought:  factor the quadratic expression as 4*(2x^2+(1/2)x+1/4), and ... , ... but that is not really what you would want.  


NOT simplifiable.
