Very strange.
I would imagine that they mean
{{{(x^(6/5)y^(7/4))^(3/2) / x^(1/40)y^(3/16)}}} but I agree that it is not so clear.
I would have written that as
(x^(6/5)y^(7/4))^(3/2) / x^(1/40)y^(3/16)
to clearly indicate that the exponents are fractions.
{{{(x^(6/5)y^(7/4))^(3/2) / x^(1/40)y^(3/16)=x^(18/10)y^(21/8) / x^(1/40)y^(3/16)=x^((18/10-1/40))y^((21/8-3/16))=x^(71/40)y^(39/16)}}}
