the standard slope-intercept form for an equation of a line is {{{y = green(m)x + b}}}
  where m is the slope and b the y-intercept.
Line parallel to y = 5x - 9 and goes through (2,1) 
{{{y = green(5)x - 9 }}}  m = 5 for this line
New Line:  Parallel Lines have same slope
{{{y = green(5)x + b }}}   |Using P(2,1)to solve for b
{{{1 = green(5)2 + b }}}
      -9 = b
