Complete the Square to put the equation into standard form, and then you can read the transformations directly from the standard form equation.

Standard Form generally is {{{y=a(x-h)^2+k}}}.
That would be {{{y=ax^2}}}, shifted h units horizontally, shifted k units vertically.  Vertex is at (h,k).
