The volume of a cylinder is π r^2 h and you said that the radius = 5 cm and height = 4 cm

Using substitution:

Volume = πr^2 h
       = 3.14 * 5 * 5 * 4
       = 3.14 * 100
       = 314 cm3

The volume of a cone is {{{(1)/(3)}}}πr^2 h and you said that the radius = 3 cm and height = 8 cm

Using substitution:

Volume = {{{(1)/(3)}}}πr^2 h 
       = {{{(1)/(3)}}} * 3.14 * 3 * 3 * 8
       = 3.14 * 3 * 8
       = 3.14 * 24
       = 75.36 cm^3(approx.)

Ratio of cylinder : cone
             314  : 75.36

I'd reduce it, but I don't want to take away from the credibility of the answer :) I hope this helps. Went over it quite a few times, but there may be a few mistakes. All the best :) x
