Could (x+9) be a factor of the polynomial function
h(x)=3x^9-13x^6+7x-3. Why or why not

Check to see -9 is a root of h(x); use synthetic division::
h(-9) = 3(-9)^9-13(-9)^6+7(-9)-3 is not zero.
So x+9 is not a factor of h(x)
