where Pt(h,k) is the center and r is the radius

Completing the squares:
x^2 +y^2 +6x -2y-6= (x+3)^2 + (y-1)^2 -9 -1 - 6 = 0 
                    (x+3)^2 + (y-1)^2 = 16
