how can i know wheter the graph of the following equation is parallel, perpendicular, or neither. thank you.

If the slopes are the same, the lines are parallel.
If the product of the slopes is -1, the lines are perpendicular.
2x+3y=4
y=(-2/3)x+(4/3)
slope = -2/3
-------------------
3x+2y=6
y=(-3/2)x+3
slope = -3/2
------------------
Slopes are not equal and their product is not -1 so the lines are 
neither parallel nor perpendicular.
