This is an arithmetic problem, not an algebra problem.  If you are having trouble with the concept of "plug in 3 for x" then proceed thusly:


Write *[tex \LARGE P(x)\ =\ 15\sqrt{x\ -\ 1}\ +\ 3] in pencil.  Then erase every instance of *[tex \LARGE x] and write *[tex \LARGE 3] in place of the *[tex \LARGE x] you just erased.  Then do the indicated arithmetic.
