I would wager a goodly sum that you would have a much easier time of learning algebra, percents (and how to spell percents), or any other subject, including all of mathematics, if you first learn to read, understand, and follow written instructions.  I say this because of your inability (or perhaps lack of desire) to do so that you have demonstrated in the posting you presented.  Go back and read the instructions for posting, re-read them as many times as it takes to understand them, and then follow them.  You will be much more likely to get help here if you do that.
