Yes, it is 24 mL.  0.2 X 16 = 3.2 and 0.08 X 40 = 3.2.  20% of the original 16 mL has the same amount of pure acid as 8% of 40 mL (16 mL of 20% solution plus 24 mL of pure water).  If the answer in your book is different, then the answer in your book is either giving you something that you do not recognize as equivalent to 24 mL, or the book is wrong.
