That depends on whether Juan traveled straight to Bill's house along the measured 100 meter distance.  His average SPEED is the distance he traveled divided by the travel time, but if he didn't go in a straight line, then he traveled farther than 100 meters and his speed would have needed to be greater.  His average VELOCITY on the other hand is his total DISPLACEMENT divided by the travel time.  So no matter what route was taken, the displacement is only 100 m so the average velocity is 2 m/sec.


Compare to driving around the block and ending up where you started.  You might have averaged 35 miles per hour SPEED, but no matter how fast you drove, your average VELOCITY would have been zero, since the distance between your start and end points is zero.
