Is that last 4 in the NUM an exponent?  If so,

Cancel anything ^0. it's = 1
= {{{((2n^4)^4)/(m^-2*n^-4*2n^3)}}}
= {{{16n^16/(m^-2*n^-4*2n^3)}}}
= {{{16n^16/(2m^-2*n^-1)}}}
Multiply NUM and DEN by n
= {{{16n^17/(2m^-2)}}}
Multiply NUM and DEN by m^2
= {{{16m^2n^17/2}}}
= {{{8m^2n^17}}}
