Appears to be square root function.  Labeling on the vertical axis may be wrong, but this square root function seems to have intercepts (-4.5, 0) and (0, 3).  

Try a standard reference square root function and offset horizontally for the x-intercept and check or test what other constants will be necessary to get the y-intercept.

Something else to consider, is change the format of the possible choices to write x as a function of y, and you may need to complete the square to get something ........
