What if you tried to check the number as a product of 9 or multiple of 9?  You would sum the digits and find 19, which is 18+1.  If the sum were 18, you would say because 18 is a multiple of 9, that 16246 were a multiple of 9; but instead, the sum were too big by 1.  A good guess it that the remainder of 16246/9 is 1.
