 Since 9/4 = (3/2)^2 and
 (3/2) = (2/3)^(-1)

 So, 9/4 = (3/2)^2 = [(2/3)^(-1)]^2 = (2/3)^(-2)
 and we get  (2/3)^x = (2/3)^(-2)
 
 Therefore ,by comparing the exponent,
 we obtain x = -2. 
 (or by taking the logarithm with base 2/3 on
 both sides]
