b is the y-intercept


The first line:
y = 3x + 2
has a slope of 3


The second line:
7y + 3x = 6
7y = -3x + 6 {subtracted 3x from each side}
y = (-3/7)x + (6/7)   {divided each side by 7}
has a slope of -3/7


The two lines are not parallel because the slopes are different.
