Draw or sketch a circle, touching the horizontal axis at (3,0) and look at the line x=3, a vertical line.  This line contains a point, (3,v) which is an equal distance from (3,0) and from (1,2).  In you attempt to find a value for v, as representing the other coordinate for the center of this circle, you might find that there is more than one solution.  (I have not yet tried solving this, but I described how I would try to solve).
