Rearrange the numerator in descending powers

Since the leading term is negative in the numerator,
factor out -1 first:

     {{{(-1(x^2+x-6))/(3x^2-10x+8)}}}

Now we factor the parentheses in the numerator 
as {{{(x+3)(x-2)}}} and the denominator as
{{{(3x-4)(x-2)}}}

     {{{(-1(x+3)(x-2))/((3x-4)(x-2))}}}

Next we cancel the {{{(x-2)}}}'s, and
all that's left is

     {{{(-1(x+3))/((3x-4))}}}

Now you can bring the negative sign out
front and erase the 1, and have:


     {{{-((x+3))/((3x-4))}}}

and then you can erase the parentheses,
and have

     {{{   -(x+3)/(3x-4)   }}}
